Welcome to the Ontario Special Constable Association website!

My name is Sarah Kennedy and I am your President following the departure of David Moskowitz.

A bit about me: I have been employed as a Transit Special Constable in Ottawa for the last 10 years. I live in the west end of Ottawa with my husband, two daughters, and two German Shepherds. Before being employed as a Special Constable, I completed a degree in Criminology and Sociology at Carleton University as well as a Diploma in Police Foundations at Algonquin College. Law enforcement has always been my passion.

This passion grew to include seeing the role of special constables be made safer, evolve and modernize. I have been a member of the OSCA executive since 2017, first as Treasurer then as Vice President, and I am proud to have contributed to some of the successes of this fine organization. I have/had an active role in drafting and delivering recommendations to the (former) Ministry of Community Safety and Correctional Services, now the Ministry of the Solicitor General and organizing and executing summit 2018 and 2019. I have nurtured relationships with law enforcement and industry partners and will continue to make connections to benefit our members and all Special Constables.

In this season of change, the OSCA executive will make sure this shift in leadership is seamless. All of our endeavors are full steam ahead:

I, along with my colleagues, have recently participated in Technical Tables hosted by the Ministry of the Solicitor General to develop the regulations of the COPS Act as they pertain to Special Constables, alongside police agencies, associations, special constable leaders and other important stakeholders. We will continue to be a strong voice at the table as these meetings continue to ensure a safer, improved and empowered future for special constables in Ontario. We will build and nurture the relationships OSCA has established with our partnering organizations, and most importantly, we will continue to advocate and lobby on behalf of the profession of special constables with tenacity, passion, and dedication.
